The National Governors Association (NGA) Compact on Entrepreneurship is a formal, non-partisan commitment from Governors to bring entrepreneurship back to the heart of the American story. In this anniversary year of America as a startup nation, the Compact reignites that spirit of creativity and invention — to ensure that where a person starts in life doesn't limit how far they can go, to unleash the job-creating power of new enterprises, and to knit communities together across our differences.

In the past, these Compacts have successfully transformed how we teach computer science, increase high school graduation rates, and address economic crises. By signing this specific Compact, your Governor is signaling that your State is "open for business" for entrepreneurs — for the dreamers, risk-takers, and builders who embody the American spirit.
As part of the 2025 - 2026 Chair's Initiative, "Reigniting the American Dream," NGA Chair Oklahoma Governor Kevin Stitt has issued a Governors Compact on Entrepreneurship in America. With this Compact, Governor Stitt is encouraging Governors to advance entrepreneurship in their own states and territories.

We aren’t just asking for signatures; we’re asking for a systemic shift. By signing the Compact, your Governor is committing to:
We are calling on Governors across the country to sign the Governors Compact on Entrepreneurship. This non-partisan initiative, led by Oklahoma Governor Kevin Stitt, aims to remove the barriers that prevent millions of Americans from starting their own businesses. Our surveys show that while 62 percent of Americans want to start their own business, less than 7 percent do so as a result of barriers. Governors can help unleash all of this talent.
